SEO is fine if your potential customer knows they are a potential customer.
Where telesales and telemarketing are strong is where they do not know about the
service, and so would not search for it.

Of course, ideally you want to
combine the two, so they get a telemarketing call, and if they choose to search
for the product, company name or service you are ranked highly. They then have
a choice of purchasing online or on a follow up call.
